SEBI intermediaries CKYCRR access

The Ministry of Finance (MoF) has issued a notification permitting intermediaries registered under SEBI’s KYC Registration Agency (KRA) Regulations to upload and retrieve KYC data on the Central KYC Records Registry (CKYCRR).

1. Mode of Access

Under the revised framework, intermediaries may:

  • Upload and retrieve KYC data directly on the CKYCRR, or
  • Route uploads and retrievals through registered KRAs.

This dual-mode system aims to streamline the KYC process, providing flexibility to intermediaries while ensuring compliance with data-handling norms.

2. Compliance Recognition

KYC uploads or updates made via KRAs will be treated as uploads made by the reporting entities themselves for the purpose of compliance under Rule 9 of the Prevention of Money-laundering (Maintenance of Records) Rules, 2005.

This clarification removes ambiguity regarding responsibility for KYC compliance, ensuring that intermediaries continue to meet their regulatory obligations even when acting through KRAs.

3. Objective and Impact

The measure is intended to:

  • Simplify operational workflows for intermediaries,
  • Enhance interoperability between KRAs and the CKYCRR, and
  • Improve efficiency and data accuracy in the centralised KYC system.

By aligning SEBI’s KRA framework with the CKYCRR ecosystem, the government aims to foster a more integrated and compliant KYC infrastructure across the financial sector.
